This course emphasizes dynamic models of growth and development. Topics covered include: migration, modernization, and technological change; static and dynamic models of political economy; the dynamics of income distribution and institutional change; firm structure in developing countries; development, transparency, and functioning of financial markets; privatization; and banks and credit market institutions in emerging markets.

At MIT, this course was team taught by Prof. Robert Townsend, who taught for the first half of the semester, and Prof. Abhijit Banerjee, who taught during the second half. On OCW we are only including materials associated with sessions one through 13, which comprise the first half of the class.

In recent years, the redistribution of risk has created conditions for natural and technological disasters to become more widespread, more difficult to manage, and more discriminatory in their effects. Policy and planning decision-makers frequently focus on the impact that human settlement patterns, land use decisions, and risky technologies can have on vulnerable populations. However, to ensure safety and promote equity, they also must be familiar with the social and political dynamics that are present at each stage of the disaster management cycle. Therefore, this course will provide students with: 1) An understanding of the breadth of factors that give rise to disaster vulnerability; and 2) A foundation for assessing and managing the social and political processes associated with disaster policy and planning.

This is a course about how research knowledge and other types of knowledge come to be actionable and influential in the world‰ŰÓor not. The course explores ways to make research knowledge more accessible, credible, and useful in the realm of public policy and practice‰ŰÓa project in which the course faculty collectively bring decades of professional experience, in both academic and non-academic roles. The course addresses the politics of the policymaking process, the power of framing and agenda-setting, fads and paradigms in the design professions and society in general, how knowledge diffuses along knowledge and influence networks, and how varied types of knowledge (rational, craft, other) and deliberation shape decision-making and action. The course engages a number of guests to present case studies of research in use (and abuse) in varied fields, highlighting rich areas for potential research contribution, along with major conflicts in public values, political interests, ethical obligations, and more. The resulting dilemmas confront scholars, policymakers, practitioners, and others as they look to research‰ŰÓsometimes‰ŰÓfor useful guidance, influence, or both.

This course is designed to provide students with a broad overview of the major theories on the relationship between ethnicity and politics. The first section discusses ethnicity as a dependent variable. This section studies the forces that shape the development of ethnic identities and their motivating power. The second section addresses ethnicity as an independent variable. In other words, it focuses on how ethnicity operates to affect important political and economic outcomes. Subject has three goals: introduces students to the classic works on ethnic politics, familiarizes students with new research and methodological innovations in the study of ethnic politics, and helps students design and execute original research projects related to ethnic politics. Readings drawn from across disciplines, including political science, anthropology, sociology, and economics. Students read across the four subfields within political science. Graduate students specializing in any subfield are encouraged to take this subject, regardless of their previous empirical or theoretical background. Subject designed as a year-long research workshop, but may also be taken in either semester. This course is designed mainly for political science graduate students conducting or considering conducting research on identity politics. While 17.504 Ethnic Politics I is designed as a primarily theoretical course, Ethnic Politics II switches the focus to methods. It aims to familiarize the student with the current conventional approaches as well as major challenges to them. The course discusses definition and measurement issues as well as briefly addressing survey techniques and modeling.

Ethnic and racial conflict appear to be the hallmark of the new world order. What accounts for the rise of ethnic/racial and nationalist sentiments and movements? What is the basis of ethnic and racial identity? What are the political claims and goals of such movements and is conflict inevitable? Introduces students to dominant theoretical approaches to race, ethnicity, and nationalism, and considers them in light of current events in Africa, Europe, and the Americas. Discerning the ethnic and racial dimensions of politics is considered by some indispensable to understanding contemporary world politics. This course seeks to answer fundamental questions about racial and ethnic politics. To begin, what are the bases of ethnic and racial identities? What accounts for political mobilization based upon such identities? What are the political claims and goals of such mobilization and is conflict between groups and/or with government forces inevitable? How do ethnic and racial identities intersect with other identities, such as gender and class, which are themselves the sources of social, political, and economic cleavages? Finally, how are domestic ethnic/racial politics connected to international human rights? To answer these questions, the course begins with an introduction to dominant theoretical approaches to racial and ethnic identity. The course then considers these approaches in light of current events in Africa, Asia, Latin America, Europe, and the United States.

In this course we examine the associations and networks that connect us to one another and structure our social and political interactions. Readings are drawn from a growing body of research suggesting that the social networks, community norms, and associational activities represented by the concepts of civil society and social capital can have important effects on the functioning of democracy, stability and change in political regimes, the capacity of states to carry out their objectives, and international politics.

" This course explores the foundations of policy making in developing countries. The goal is to spell out various policy options and to quantify the trade-offs between them. We will study the different facets of human development: education, health, gender, the family, land relations, risk, informal and formal norms and institutions. This is an empirical class. For each topic, we will study several concrete examples chosen from around the world. While studying each of these topics, we will ask: What determines the decisions of poor households in developing countries? What constraints are they subject to? Is there a scope for policy (by government, international organizations, or non-governmental organizations (NGOs))? What policies have been tried out? Have they been successful?"

Free Speech Rights in School – The Civil Rights Litigation Schoolhouse

This unit asks students to consider the permissible restrictions schools can place on students’ freedom of speech, as they learn about the (fictional, but realistic) case of Davis v. Ann Arbor School Board. Students will either conduct a mock negotiation in which they will try to resolve a First Amendment-related conflict between a student and his public high school, or a mock argument in which they will argue for one side in front of a panel of student judges.

This Unit contains 9 lessons:
Lesson 1: Are schools permitted to limit students’ First Amendment freedom of speech?
Lesson 2: Under what circumstances may a school punish student speech?
Lesson 3: How does the law apply to our case?
Lesson 4: What are the key elements of negotiation?

Through most of U.S. history, women had limited access to educational programs and extracurricular activities. Most women were excluded from elite academic institutions, and those schools that accepted female applicants required them to have higher test scores and grades than their male counterparts. In the 1960s and 1970s, civil rights activists advocated for federal enforcement of equal opportunities for male and female students. In response, Congress enacted Title IX of the Education Amendments of 1972. This unit asks students to consider the scope and application of Title IX through the examination of statutory text, federal regulations, enforcement policies, and court decisions. Students are guided to confront questions about how the provisions of Title IX ensure nondiscrimination on the basis of gender, and to think about what sex equality means across different contexts.

Tracing the evolution of international interactions, this course examines the dimensions of globalization in terms of scale and scope. It is divided into three parts; together they are intended to provide theoretical, empirical, and policy perspectives on source and consequences of globalization, focusing on emergent structures and processes, and on the implications of flows of goods and services across national boundaries -- with special attention to the issue of migration, on the assumption that people matter and matter a lot. An important concern addressed pertains to the dilemmas of international policies that are shaped by the macro-level consequences of micro-level behavior. 17.411 fulfills undergraduate public policy requirement in the major and minor. Graduate students are expected to explore the subject in greater depth through reading and individual research.

Students will extend their civic perspective from second grade local government to state government. They begin with an examination of the purposes of government and ways in which the government of Michigan works to fulfill those purposes. By exploring the concept of representative government, students learn how the power of government resides with the people. They build upon their knowledge of local government and community by distinguishing the roles of state government from local government and explore why state governments are needed. By learning about the Michigan Constitution, students are introduced to the concept of limited government and the history of Michigan’s Constitution. An understanding of limited government is further enriched through an exploration of how the powers of government are separated among the branches in state government. Students then explore the judicial branch by examining ways courts function to resolve conflict. Finally, students consider important rights and responsibilities of citizenship including the responsibility to be informed about public issues.

This course examines systematically, and comparatively, great and middle power military interventions, and candidate military interventions, into civil wars from the 1990s to the present. These civil wars did not easily fit into the traditional category of vital interest. These interventions may therefore tell us something about broad trends in international politics including the nature of unipolarity, the erosion of sovereignty, the security implications of globalization, and the nature of modern western military power.
